Background
Contractor under this contract will work from the Osh Field Office. She/He is expected to support the communication activities organized in the southern regions of Kyrgyzstan in the framework of the CRC30 (30 Anniversary of the Convention of the Rights of the Child), as well as provide specialized support to the Volunteer Programme and ongoing projects:
 
- UNICEF launched the Global Volunteer Initiative in January 2018 with the mandate to build or scale volunteer programmes with the acknowledgement of the potential of people power. The Volunteer Initiative is now on Phase II in Kyrgyzstan. With more than 140 volunteers have joined UNICEF, during 2019 the programme expects to develop a number of initiatives in the southern region that will need enhanced support from the selected Contractor.
- UNICEF offices around the world are marking the CRC30 with activities throughout the year, engaging children and youth, the public, advocating for national commitments to action on child rights and, organizing national summits for children.  The Contractor will support the communication activities to support the CRC30 advocacy efforts and the rest of communication activities throughout the year at a time when enhanced support is required to ensure all UNICEF activities reach the south of the country.

To qualify as an advocate for every child you will have…
- Education: University Degree in Communications, Journalism, Public Relations or related social science.
- At least 5 years of professional work experience in communication, print and broadcast media, or interactive digital media. 
- Experience in financial and administrative support will be an asset. - Experience in volunteer-associated initiatives highly preferred. 
- Ability to coordinate with government, non-governmental actors including international development agencies will be an asset; 
- Experience working with the UN or in the multi-sectoral and multi-cultural environment will be an asset.
- Fluency in oral and written Kyrgyz, Russian and English is essential

Provide communication support to the activities organized by UNICEF in the southern region especially, on CRC30 activities, the PBF projects, Japan Funded Project and events associated to the Volunteer Programme and any other communication-related activity in the southern region.

Under the supervision of the UNICEF Chief of Communication and overall guidance of the Chief Field Office, the contractor will provide deliverables as per the aforementioned list and based on the following work scheme:
- Strategies implementation: effective support to implement advocacy, communication and Volunteer initiative strategies by accompanying the planning process, as well as preparing appropriate and timely research on the target audience, baseline and monitoring data with relevant analysis.
- Media relations in the Southern Regions: effective support to fuel strategic and productive partnership with communication departments of media partners, journalists and media outlets in south regions covering all media (print, TV, radio, web etc.) to achieve the expected results.
- Communication materials: contribute to the production of communication assets (includes press releases, human interest stories, newsletters, annual reports, publications, photographs, videos, etc.); as well as to the dissemination of those assets through mass media in south regions and UNICEF online media. Including the timely design, production and delivery of the visibility and other related materials for the ongoing projects and initiatives.
- Partners and special events: maintain an updated contact list of stakeholders, key individuals or groups, organizations, national and local Governments, UN agencies, implementing partners, diplomatic corps and other public targets, to guarantee the expected audience reach on a case by case basis in the southern regions. Guide, Support and Train the implementing partners with the production of communication materials, building the capacities on professional use of social media including partnering with the national media.
- Financial and administrative support: organize data and information;
- Assist in the financial and administrative processes linked to the communication's section.

Duty station and official travel involved
Osh, with trips to other south communities as instructed by the UNICEF Chief of Communication. Other trips may be planned if needed.

If UNICEF determines that the Contractor needs to travel in order to perform his or her assignment, that travel shall be specified in the contract and the Contractor's travel costs (including, but not limited to costs for obtaining visas and travel insurance) shall be set out in the contract. In cases where travel costs have not been set out in the contract, provisions of UNICEF Procedures on Travel apply.
Consultants and individual contractors travelling on behalf of UNICEF must meet the standard trip prerequisites, including but not limited to Medical Clearance, Security Clearance through the Travel Request Information Process (TRIP) system, BSAFE Training, Travel Visa, and liability waiver (see Annex 1). Trip prerequisites will be met at the expense of the consultant.

Travel paid for by UNICEF shall be based on economy class travel, regardless of the length of travel. For in-country travels, the costs for accommodation, meals and incidentals shall not exceed applicable daily subsistence allowance (DSA) rates for local consultants/individual contractors as per Memo on harmonized inter oblast DSA rates recommended for project personnel, local consultants/experts and national implementing partners dt. 09.04.2019., at the same time it shall not exceed UN DSA rates as promulgated by the International Civil Service Commission (ICSC).
Daily subsistence allowance shall only be processed if travel was duly authorized in the individual contract or by an authorized manager of the contracting division or office, in writing and prior to the travel.

Payment Terms
As a general principle, the fees payable to a consultant or individual contractor shall follow the "best value for money" principle, i.e., achieving the desired outcome at the lowest possible fee. The Contractor will be paid monthly based on the positive performance confirmed by the Chief Field Office and approved by the Chief of Communication.
The individual contractor is required to indicate her/his monthly fee for the services to be provided. Applications without economic offer will not be considered.
Payment will be processed upon monthly reception of the Monthly Report of Activities

Duration: May 2019 - May 2020 (11.5 months)

Reporting and supervision: The Consultant reports directly to UNICEF Chief of Communication under the overall guidance of the Chief of the Osh Field Office.

Remarks:
Mobility is a condition of international professional employment with UNICEF and an underlying premise of the international civil service.
