Penal Reform International (PRI) is an independent non-governmental organisation that develops and promotes fair, effective and proportionate responses to criminal justice problems worldwide.

We believe that in criminal justice systems that are fit for purpose: offenders are held to account, sentences are proportionate, and the primary purpose of prison is rehabilitation not retribution.

Over 10 million men, women and children are in prison around the world, a large proportion for minor, non-violent offences. Around 3.2 million people in detention are awaiting trial. We advocate for the rights of defendants to a fair trial without delay, and an end to the unnecessary use of imprisonment. We promote alternatives to prison which support the rehabilitation of offenders and reduce the likelihood of re-offending.

We promote the rights of detainees to fair and humane treatment. We campaign for the prevention of torture and the abolition of the death penalty, and we work to ensure just and appropriate responses to children and women who come into contact with the law.

We work with inter-governmental organisations to bring about reforms that balance the rights of offenders and of victims, and we provide practical assistance to national policy-makers, criminal justice authorities and civil society to reform legislation, policy and practice.

Our Head Office is in London. It leads and coordinates cross-regional programmes, international policy and advocacy activities, and is responsible for organisational and financial management. Our regional offices in the Middle East and North Africa, Sub-Saharan Africa, Eastern Europe, Central Asia and the South Caucasus implement practical programmes and provide technical assistance at a national and regional level. We also work with partner organisations in South Asia.

We have consultative status at the United Nations (ECOSOC), the Inter-Parliamentary Union, the African Commission on Human and Peoples’ Rights, the African Committee of Experts on the Rights and Welfare of the Child and the Council of Europe.

PRI is an independent organisation, with no religious, political or governmental affiliations.

While there have been improvements in recent years, criminal justice policy in Central Asia remains punitive.

Large prison populations, a result of the overuse of pre-trial detention and custodial sanctions, have led to overcrowding and poor conditions. The absence of separate juvenile justice systems, lack of measures to support the reintegration of offenders back into the community and the Soviet tradition of camp-style prisons remain persistent problems. Violence in prison and torture and ill-treatment of prisoners is not uncommon.

PRI has been working in the Central Asia region since 2001. Our office in Astana, Kazakhstan, currently manages programmes in Kazakhstan, Tajikistan and Kyrgyzstan and maintains links with partners in Uzbekistan.

Current work focuses on legislative reform in Kyrgyzstan, torture prevention, particularly on improving independent public oversight of places of detention, and supporting the reintegration of prisoners into society.

Currently PRI office in Central Asia is looking for Project Coordinator to work at PRI office in Kyrgyzstan based in Bishkek.

1. High education degree or equivalent is essential;

2. Post graduate qualification in an appropriate field is desirable.

3. Law degree and international law, international human rights knowledge is desirable.


1. Project management experience in the field of human rights;

2. Experience of working in a non-governmental organisation (NGO);

3. Experience of working with international human rights institutions and using international standards and norms;

4. Experience of partnership work, networking, addvocacy and lobbying;

5. Experience of drafting and producing reports and publications;

6. Exprience of event organisation;

7. Experience of managing budgets;

8. Experience of fundraising for international projects is desirable;

9. Experience of evaluation methodologies is desirable.

Skills and abilities:

1. Strong project planning and management skills;

2. Excellent organisation and time management skills;

3. Excellent communication skills;

4. Computer literacy including numerical skills applied on Excel, and preparing material for electronic publication

5. Fluent written and spoken in Russian and English;

6. Working knowledge of Kyrgyz is desirable.

Personal qualities:

1. Excellent inter-personal skills, patience, tact and imagination;

2. High level of initiative, self motivation, demonstrable ability to take responsibility, team player;

3. Drive, enthusiasm and commitment to PRI's mandate and values;

4. Willingness to do own administrative tasks;

7. Ability to find non-standard solutions.


Main responsibilities:

1.To manage and coordinate the project on a day to day basis, operationally and administratively;

2. To liaise to PRI's Regional Directors and local partners to plan and deliver the milestones and targets;

3. To monitor progress against milestones and targets;

4. Analysis of international standards and criminal laws of countries of the Central Asia (Kazakhstan, Kyrgyzstan, Tajikistan);

5. To work with mass media, prepare analytical materials, interviews for mass media

6. To liaise with the Regional Director to identify opportunities for funding activities and assist with developing and drafting proposals;

7. To liaise wuth consultants contracted to deliver specific outputs to ensure they are produced to a satisfactory standard and within the agreed timescale;

8. To ensure correct coding of expenditure and monitor spending against the budget regularly, liaising with others to minimise variance and to ensure coding is correctly allocated between programme budgets;

9. To monitor a wide range of information sources for developments and discussions relevant for implementation of the project, to share information and ensure shared learning between the staff team at head office, regional offices and local partners;

10. To prepare regular news items for inclusion in the PRI e-newsletter and websites, and prepare reports internally to the PRI Board;

11. To prepare progress and financial reports in a timely manner;

12. To cooperate with government bodies, NGO, MM, national and international experts;

13. As a member of the PRI staff team, contribute to internal organisational planning.
